Universal Time of day announcements

I have been on many servers that when it turns night/day it will announce it globally on the server. One Oxide plugin allowed this but it cancelled out being able to attack/injure other players during the day which I do not want. Is there any way to have the day/night announcements as well as make it so you can hurt at day as well? Thank you in advance for anybody uses the time and energy to answer my question!
