    What resolution is necessary for the players to use the third-person,or plugin for this?

    Admin can use thirdperson view anytime with the F3 (I think) key. There is a plugin in the Plugins section for non-admin, named exactly what you'd expect. ;)

    F3 (or F2? can't recall) for admin, ThirdPerson for Rust | Oxide for players.
