Solved Sound packs

    I would love to be able to import Unreal Tournmanet sound paks (headshot, monster kill, etc) onto my server to make Arenas more exciting.

    It's not possible. Those are for an entirely different engine for one, and you can't send custom sounds to the client. You can only use what already exists.
