Solved Sharing exception Windows Server 2012

I'm getting a sharing exception on my LogEAC file, I understand it means something else is accessing it but how do I figure out what? I restart the system and launch the server and I get the error, the only programs I have installed are FileZilla and Chrome. Does anybody know of what may be accessing it which is preventing people from joining my server?

Didn't find one, if I did I would of posted it. It just eventually worked.
