Not an Issue Server won't show up on in game list

Going to keep it simple and short because I know I am doing something wrong here.

Server runs fine and is able to be connected to using server.connect IPort. Everything about that works fine.
The only problem is that the sever will not show up under modded servers in the in game list.

Tried searching by name, included both empty and full servers,did refresh list several times, and waited a good 10 minutes each time before checking.

I can see the server on the in game list(I am hosting it on the same machine) no friends can see it though.

I am using the following for the batch file

RustDedicated.exe -batchmode +server.port 28015 +rcon.port 28016 +rcon.ip 192.168.1.4 +rcon.password "REDACTED" +server.identity "psy" +server.hostname "GALVANIZED_HEXANE|75x|TP|instacraft|betterloot|remove|fastsmelt"

I forwarded ports 28014, 28015, and 28016 both TCP and UDP.


EDIT: forgot to add that windows firewall is turned off
