If you and others not on the same network as the server can connect by the IP, then it's likely just a matter of time for it to show on the list. The other possibility is that either your server name or something else is keeping it from being listed.

  4. I also hear of a little bug frequently, in some cases the server will only show up if you remove all spaces and slashes and such from the name. I suggest trying that, if that is the problem there should be tons of guides on how to fix it.

  5. My server name is TestServer1111 but it doesnt show up on list. I dont have spaces or slashes. When my friends try to connect by ip it says server not responding .

Sounds like either the ports aren't accessible then, or the server isn't actually fully started or running.

  7. server is started and actually running I can connect it but my friends or anyone else cant.

Im opening ports like Firewall > Advanced Settings > Inbound Rules > New Rule > Port > UDP > Specific Local ports > Allow the connection > Only Public Has a tick on it . Am I doing it wrong ?

    Wulf can you help please

If you are behind a router, you'd need to forward the ports on there as well.
