Server not responding - Friends cant join

Hey

I have problems with friends and others joining my server. They get Server not responding.

My Start.bat file is like that:

I opened both 28015 and 28016 in router setting but if i go to canyouseeme.org and try check for port i got error. I could not see your service on IP on port (28015)

I also disabled the firewall

My router is Ubee EVW327N

Anyway. I can find the server on moded server list and i can join to server normal. Is only a problem to other people.

 

I see server on server list and i can connect to server normal. Other people cant see server on server list, cant connect direct with ip and cant join me thru steam... :S

 

Also in console i get this message all the time:

 

yes i use Rust Admin. i can connect to that too. But what could be the problem that other people dont see and cant connect to my server?

 

could be the problem wifi usb dongle which have option to be also hotspot?
