Server not publicly visible

Hi,

I've been trying to setup a server for my friend on one of my home servers. I'm quite confident with setting up servers and I'm very confident in networking. This issue doesn't make sense to me. I have port forwarded my server correctly, disabled windows server 2012's firewall (after downgrading from 2016 to see if that was the issue). This is a very recent issue and now on the 4th day of trying to figure it out but no hope. My local ip is 10.0.25.10 and I'm trying to use the default port. I have a PFSense router. The server can be accessed fine internally but externally it cannot. The port forward rules are correct. I am certain.

I have tried everything. I've even tried binding to a specific ip address but still no hope at all.
