Fixed Server hangs if C# plugin has invalid dependency

Can't see section for reporting Oxide bugs, hm, so i'd try writing here.

To determine this bug it took me few hours of downtime.
Last night i've been playing with plugin dependencies (new feature) and after i finished, i forgot to remove "// Requires: ..." out of my plugin when i removed the dependency.

Suddenly after a restart server just hangs up. No logs, no errors, no activity.
