Did all the available bandwidth you got just maxed out? and then all the players start to lagg? you will need to provide more information

You should provide your system specs to help you. And is it modded? And how much entities are on the server?

I have a VPS i know it sucks but its have the next specs
Intel Xeon E7 4 Cores
RAM 8GB
70 mb download speed and upload
Ubuntu 16.04
Yes my bandwidth maxes out and then everyone start lagging its Vanilla not modded it was just wiped and now i have 17.000 ents -
Sounds that you got ddos'et, a vanilla server of 30 players will not have used that much bandwidth.

Well, it should not use 70Mb of your bandwidth all the time. you will need to provide more info, does it lagg all the time? and how much bandwidth do you use now?
-
Is this vps in a system with more than one user?
-
-
So, it does not use your max throughput of your bandwidth, is just lag all the time?

If its a vps, where usually more than 1 user using the SAME CPU, that is your problem I think. Most hosts have one machine with high bandwith, high ram and one physical cpu, but everyone who is on the root (every one has his own vps) is using the same processor,...
I think, that root is under high use. -
My cpu have like 30% usage at max my server have pretty nice processor http://image.prntscr.com/image/00df777c27dd4917a5de705afd6642af.png

i don't understand how you have cap you bandwitdh. if you have 180 players online, it should utilize around 50 Mb. don't now what the cause, sorry
if you have around 30 players, it should be like 2-5 Mb -

It should not have anything to do with lgsm..
