Universal Report player with log

Can someone code a LUA a plugin like /report (PlayersName) (Reason)
Then it saves the reports in a folder called (Report) then a text file that has:
Reporter: (Who Reported),Player Reported: (Player Name),Reason: (Reason for reporting)
(and so everytime someone gets reported it goes to next line like shown below.)
Then it only notifies that person that reported that player with a Notice message saying "Player reported! Admins will get back to you soon!"
