Removing radiation in specific areas?

So I just bought a server from Fragnet, looking to figure out how to remove radiation from specific areas, more specifically the rad towns? I don't want to eliminate radiation completely but maybe only put rad in if someone calls in a VIP nuke ( which I also have to figure out how to create a way for people to pay and receive vip things such as an airstrike, supply drops, weapons, etc-if anyone wants to fill me in on stuff like that I would greatly appreciate it)

Monument radiation is what I use
