AutoPurge will help with Inactive users and their buildings, but this is for the buildings without privilegies (cupboards zones)

About Ram, you need at least 6gb for run the server well.
The ram is mostly occuipied by the quantity of Entities on your server.

 

You can also lower the map size to help with RAM problems
