Radtown chests stacking

I am playing on a server where in the radtown the chests seem to keep spawning and stacking on top of each other... we haven't found out if this is caused by a plugin or a problem in the game itself has anybode had this problem before and could help? I first thought it might be a problem with betterloot but tests seem to suggest otherwise
