Solved [Python] rust.SentChatMessage Arguments?

Hi,
I just need some help.
On the Notifier plugin, there is a small bit of code that says;

Code:

rust.SendChatMessage()

I know this is probably a easy question to answer, but I really don't know where to figure out that 'SendChatMessage' has 4 arguments.
And how do I know what arguments to put in there?

This question isn't specifically about that one bit of code, but for anything else that requires arguments.
What documentation, or where in Assembly-CSharp are you looking to get them arguments?
