Possible arena places

I've been looking for some sort of a plugin that'd allow the admin to build in the skies. since i wanted to create some arenas. and the landscape is just too bumpy. so i figured the sky would be a perfect place. But i haven't found any plugin that'd allow the admin to place objects in the skies. so wanted to hear if any of you knew of such a plugin, or another way of doing it?

 

I use the Build plugin to build out in the ocean. I use warp to get players to and from the locations.

 

So i've tried the Build plugin. but everytime i type /Build foundation nothing happens. i keep pressing Right click

 

This brings back memories with World Of Warcraft Private Servers ... I should look into creating a Teleportation system.
