hello Where is permissions ?

 

You have to be an admin to use the commands to edit messages in game, otherwise you can just edit the message in the data file directly.
If you need a permission to assign so that players that are not admins can edit the messages in game, I can add that

 

I don't want permission for add rule or ... i just need it for popup
