Plugins changes aren't working

I edit the plugin, reopen the server or give "/ reload" but he did not edit, I can do what you want but he never edit, EVER! I've done everything, and it happens with various plugins, I try to change the Welcome Message but it does not change, never, ever the same, but when I edit the FIRST time that's if I miss the first time, will be forever, why not the edit again.

Did you save the changes to the file? Don't edit .cs files, only modify the files in the config folder.
