Rust Plot with building rights

i Wish a Plugin, like Minecraft Citybuild.
Player can buy a Plot and have now Building rights, other player canot Build in this area. This make an central point on the server who players can trade and show there building skills!
Is this Possible in Rust?

 

why dont use zonemanager?
