Players can't jump on grass and get stuck to building blocks

Getting a really weird issue on my server and can't figure out what it is... I have done a complete wipe (wiped all files and done a clean install of rust to try and fix)

However, not even a clean wipe has fixed it... Basically when you are on the road you can run and jump fine when you go onto the grass you stutter and are almost like glued to the ground

If you go to near to a building block you become attached to it and again it's like you are glued. No idea what's going on but not getting any errors in console and have done clean install of server as previously advised. This only started happening as of latest rust update (building 3.0) and have been trying everything so far with no success.

I did another wipe but did a complete server re-install and that seemed to fix it... It was really weird.. Like the navmesh just wasn't there (on the grass)
