Solved Players are able to build for free

I understand this might not be the best place to post but I need some help. I just bought a server and loaded lootconfig, spawnconfig and admintools onto it. Once you build a construction hammer, you can build freely without the materials needed to construct something. How do I change this please? The only thing I really want is to just have slightly more loot than vanilla (1.5x) but everything else the same.


edit: I set it to creativemode 1 in the custom launch perimeters... Stupid copy/paste
