Player base vs player trolling with heli

I had thought that the game mechanic for tool cupboards kept players from trolling others bases with the heli.

Is this not true ?

when a player stands by a base that's not his, and the heli is shooting at him. If there is a tool cupboard inside that base, Does it stop the heli from damaging it ?

I thought that mechanic was still of use?

 

NO because if you do not have access to tool cupboard and heli do not rocket that base you cant troll others, raid their bases with heli BUT then you can simply deautorize from your tool cupboard and take heli down without rockets and napalms from heli damaging your base thats OP and then as i know facepunch made made heli rocket everywhere everything and build access cant prevent heli form shooting rockets.
