Ping checking and automated messages in community?

I have a server vanilla (no mods) and I want to put some commands like auto-menssages and anti-ping. Is it possible to do without leaving the "community" list and go to the Modded list?

 

You can use "Rusty" or "Rustadmin" tools to do that, but your PC need to be always on!
