Universal Permission-based chat rooms

Is there a away to add a permission based chat system. Kind of like how Clan chat works where you type /c "message here". But its based on if certain users have permissions. Also like an Admin Chat but with more chat rooms besides just global chat and admin chat? Sorry for the horrible explaination
