I have a doubt because all European servers the average FPS is between 300-500, and the average Americans are between 200-300.
What the perfect FPS for Rust Servers? Is it worth limiting the FPS to 256 or 500?

FPS stands for Frames Per Second, I think it is used to indicate the servers performance in this case.
I think running higher than 256 will only give you more headroom at a cost of a bigger load on the servers processors.
Maybe it is wise to run at 512 when you have a lot of plugins running on just one server to reduce the spikes when saving/loading etc., but I am not so sure about that. -
Mine runs on Stable 258, but I'm running a dedicated Server on my PC, so I think even Upload speed is important, mine is 0.7, I need at least like 10 or more to run a good server.

Yes then your connection speed is very important, players close to you will be able to play fine but those further away will be getting a lot of lag.
Mine runs stable on 262 and with a 1 Gbps internet connection (75o Mbps down/250 Mbps up) players with bad connection still have a few lagspikes from time to time, but I think those are due to the game/plugins saving. -
