No rocks to harvest?

We cannot find any rocks to harvest on my sever. Even after a restart.... anyone else know about this?

 

... or in one of 5 other threads on this forum that deal with this ?

I'm just running a seed I randomly typed into my config. Yes, I did find the ores in the ocean. I tired the commands given in the other thread, but nothing is being recognized as a real command. I didn't see the other thread, sorry.
