No loot crates with Oxide installed

I have just bought a server for Rust recently and have tried to setup oxide.
before installing oxide large loot crates spawn on the map as normal. directly after installing OXIDE and OXIDE ONLY all loot crates no longer spawn. the only loot that spawns in rad towns are Barrels and the small cardboard food boxes. what i am thinking might be the problem is if there is a player limit which oxide sets for boxes to spawn as there is only me on the server out of the 100 slots however i have looked through all the configs i can find and i cannot see an option or even a mention of this sort of thing.

Server:
No plugins
No changing of any files
Fresh install
Oxide version : 2

Things i have tried:
reinstalling both the whole server files and oxide.
Looked through all config files that i know of trying to find some sort of check or true or false argument to allow them to spawn.
Googled the problem and i cant find any solution.

hmm thats so confusing.
when im on a fresh install without oxide and i go into the server the boxes spawn Immediately. however when oxide is installed the boxes take 35 mins to spawn. me and a friend found 1 box in 35 mins of looking around. but thanks for the help.

 

well i installed lots of plugins and found that it wasn't working then i reinstalled the whole server back to default removing literally everything so it was complete vanilla and it worked. i then installed oxide and it took 35 mins for 1 crate to spawn. i dno if its just my server or something.

 

Yes i had installed some however i wiped the Whole server afterwards. like i reinstalled the rust server itself to "factory settings". And also do you have any idea how to change the items you spawn with. so default is a Rock when you first log in but i was wanting to set it to a stone hatchet and pick axe. Sorry to ask so much.

 

i have kits installed and i have looked at your post on changing the config however kits doesn't use the config anymore and kits are setup through the game commands now. the config still exsists but would i just do it the same as your previous post?
