Check those:
NTeleportation config (if you use this):
"HomesEnabled": true,
"TPREnabled": true,
Console (if the admins are not "admins"):
ownerid steamID "name" -optional (Admin)
moderatorid steamID "name" -optional (Moderator)
... else try to explain yourself a bit more ...what you have, what posible errors etc.
