New to hosting a server

I just bought a server on gameservers and wanted to know how i run my sever in oxide for the first time so i can start adding plugins to my server.

 

I got it set up a friend of mine helped me. Now i have another issue where when i try to use a plugin it doesnt apply to the server. Like for /gather 5 it just always puts it at x1 and for /craft 0 it always puts it at 50%.
