For some reason my server is set up to where you NEVER GET HUNGRY. Any ideas?

Your server was most likely set to creativemode at some point.
Add the following to your autoexec.cfg and execute the command in the console either ingame via rcon or through your server-console (Or restart your server):

actually, i had used the debug backpack while creating my start kit lulz. Fixed that XD
