Need some help with new server

Ok so I'm new to setting up a server for RoK, and new to Oxide.

I have been fishing the forums and managed to install the plugins I want alongside Oxide.

The problem is I have a few questions;

1. What file do you edit to add your ROK.Net/ID/nm so people can vote, and with it how do I reward people for voting?

2. How do I make rules so that /rules works?

3. Is there a way to limit the kings tax at 5% maximum?

4. Personal message when people join - can you make this a popup message, and can you make the rules popup on their first login?

5. Can I remove trebuches from the server?

6. Anything you recommend I do to make the server successful?

7. How do you talk as [Server]

I am not aware if the popup you are asking for is possible. If you have not check out my Personal Welcome plugin.

Do not abuse your admin powers. Don't spawn in items for yourself and friends. Play the game like a normal person would.

7. How do you talk as [Server]
You use the command /notice

i'm sure this is setup correctly fort me, I will paste below. So I can only think that another plugin is causing me problems.

When I type /rules I get a popup box titles Rules list that says "APK Gaming" and thats it.

This is how my rules section of anouncer looks;

If you are getting a popup that says APK gaming then you are using the 'Survival Essentials' plugin which requires a MSSQL database to properly use and edit the rules. Use Announcer which you have shown above and remove the Survival Essentials Plugin
