I have a dedicated box running..
Windows server 2008
Intel E31270 CPU 8 Cores @ ~3.4-3.6 GHz
16 GB RAM
Under task manager i have assigned all CPU's to rustdedicated.exe and set priority to HIGH.
Server FPS will sit generally around 140-150 after a restart but generally during peak times atm the server's FPS drops considerably, people start to experience delays in the server and rubber banding all over the show. So we have been carrying out a range of plugin culling to try and figure out the problem.
I'd just like to know if it can be the shear amount of plugins on the server or possibly a Plugin itself causing problems and if there is anyway to figure out how to target the source of the problem.
Or even if there is anything else i can do to increase the servers performance server side. We are running all of this on a brand new dedicated box so if there is anything i could be doing please don't hesitate to post up. any and all help is appreciated

I'd leave the CPU priority at normal, let the server/OS manage CPU resources itself.

BetterChat and Better Say conflict with each other you don't need both and you have many more that conflict

For the plugins that conflict next time you start your server delete all the logs like warning, error logs etc etc when the server restarts it will show you -
that is quite the list. ill go through and remove some
thanks again.
I like players being able to earn money over time ingame , Is removing Moneytime required? -
Install this plugin, upload the config first it will help to clean up your server and will help with lag in time you will notice after about 2 hours and as time goes on it will get better
I will pm them to you -

I'd recommend starting with just a handful of plugins until you find a good setup instead of adding a pile of plugins in at once. -

Ie. Join Quit Message, ID Lookup, Economics GUI only run when triggered or on command.
Also, I can almost definitely tell you that if you are using Ping's continuous feature, that is most likely causing your current issue. It's been known to cause issues for others, so I should probably disable it by default. -
Guess i can only trial these and see how it goes..
Also , whats your opinion on setting CPU priority etc. know of anything i can do? -

Have 70 plugins running and have no lag 99% of the time I find twig decay does help to clean up a lot have it set to clean up twig and wood every 30 mins and it does help. You will never fully get rid of lag but at least what I gave you in pm will help remember no server is lag free
