The oxide.users.data is not meant to be manually edited for various reasons, mainly to prevent editing it wrongly and corrupting the file. You can use a ProtoBuf editor if you'd really like, but we do not support that because of the previously mentioned issue. There are commands there for everything needed, which also account for various mistakes made when editing.

RCON is something that Hurtworld will be providing when they get a chance.
