Solved My Rust Server Doesn't Loading

After the update the server console doesn't load. It's just a blank CMD application and nothing happens. This is my first time operating with a Rust server so I have no clue what's going on. Can anyone try to solve the problem?

 

where is server running from if from windows home or dedicated box use the file below just use notepad++ to open it and change the rcon password
