this was already answered in another thread. it is not possible. monuments are generated on server
side as well on client side. blocking the monuments building is controlled on the client side. i've already tried to destroy all prevent building zones on the
server side, but it doesn't work.
you can only use copy-paste and/or Build to build in those places, as admins.
