Moderator permissions?

I just started up a server with a few friends and it quickly grew and in 3 days we have had over 100 visitors and a steady population of around 30-45

I need to set up moderators on the server but I can't seem to figure it out. They have the same perms as an admin. Still learning the ropes, for the most part my only problem is keeping mods limited to /tp./kick./ban But they have god mode and ability to spawn in items!
