Solved Message on tool cupboard placement

Is there a plugin that when the person puts the Tool Cupboard on the floor appears a message in the chat or in the form of PopUp?

Well I would like to do this so when someone puts the Tool Cupboard remember that they need to put resources inside the same why the house will fall without resources.
