This issue only started occurring after the recent updates.
My server FPS is extremely low (10-60 FPS), but my CPU/RAM/SSD usage are below 20%, and my CPU is clocked at its lowest around 0.9 Ghz. I can fix this by forcing the minimum CPU state to 100%, but I absolutely do not want to do this, though I can get the server running faster (100-150 FPS) when giving RustDedicated.exe only One CPU core out of the Four available.
This was never an issue before this update on the same map size, but different seed (4500 map size), and I was easily reaching 250+ FPS. There seems to be an issue either with the update from FacePunch or an issue with Oxide. Though I am not sure if Oxide replaces or changes anything about how RustDedicated.exe functions.
Now I can set my CPU minimum to 100% or set the process affinity to 1 CPU core, and I am able to get performance similar to what it had been before the update, but it forces the one core to its maximum clock instead of divvying it up between the four available cores like it was able to do before.
Running a Windows Server 2016 system with the following hardware:
Intel Core i5-4570 2.7Ghz, Clocks up to 3.1Ghz
16 GB 1600 Mhz RAM
500 GB Samsung SSD

*I have also tried running Oxide with zero plugins loaded onto the server same issue.*
Tested it without Oxide, runs a lot faster without Oxide installed, but instead it is now just between 60-400 FPS. The CPU spikes up to 50% usage when the server FPS spikes to 400 FPS so it seems that RustDedicated.exe isn't getting enough resources for some reason.

I try with "server.tickrate 10" (By another post recommendation)
For now i dont have low fps on the server.
