Low Component Spawn Rates

I've noticed for a while that barely any components spawn on roads/power lines on my server. I've assumed it was because the server population isn't that high, but now i'm really curious. Does player population on the server, or the amount of bases on the server affect how many component spawns there are? Or is it something i'm causing?

I haven't added any plugins that would affect the spawn rates or anything.

 

Nope it doesnt, But if you restart the server and then look for boxes, yes there arent many, they still have to load in

 

Well I'm not talking about right after server restart. It's been 7 hrs since my last restart and i'm having the same issue.
