Loot bags don't appear to be decaying

Thought I would come here and ask if anyone had any tips for me. The loot bags on my server don't appear to be decaying. The server owner has done something to mess it up. I have spent hours trying to find out what he has done. I cannot find the error or problem. I would think the blueprint's but cant find it there. Any help with this would be welcomed.
