Little or no monument loot spawns

As the title says, we started up a server, and since the very beginning, I did not see any loot at monuments. One day later, my friend discovered some, so we thought we had a breakthrough. The same loot disappeared 2 hours later (And 3 restarts later) and then appeared again, as well as a very little amount of loot crates in other monuments like the train yard.

Now I log in today, and I see no loot at all, apart from a few barrels.


Barrels/crates also will very rarely spawn under pylons but are regularly seen by the sides of roads, and away from monuments.


Please help, no one seems to have this issue.

What plugins are you running?

 

Same issue on my server. But I am seeing this on both my Vanilla and Modded server. I am almost wondering if when you run an update or restart that it assumes all loot was looted and restarts the respawn timer.
