Rust Lightning strike players (Minecraft feature)

one feature I liked in minecraft was the ability to strike players with lightning as an admin this was cool.

is there any way to have some sort of admin tool like that for Rust? it must also have console feature so I can use RCON and strike people while I travel

There is no way for lighting, but you could hurt them and have a chat message in-game. Is that what you want?

 

hurting them in chat would still work. as long as I could use a command in chat OR from RCON. I travel often and RustAdmin app is what I use. I was thinking we have a /heal command maybe have a /pain <steamID/nickname> 0-100 percent OR console. pain.console or something like that.
