1. Is there a possible way to do a Tool to join a Ts3 Server direct from a Rust Server? Would be very interested in it.

    No, there's no way to have clickable links or launch programs. The best you can do is provide the IP/address in the chat or console for players to copy.

    But a suggestion is to get yourself some control over a domain.
    Maybe you have a website with www.servername.com ?
    Then you couldhave ts.servername.com pointing to the ip of the teamspeak server.
    And even better is if the teamspeak server uses a default port, that means you only need to direct them to ts.servername.com
    google for free dns service and CNAME (cname works if you point ts.servername.com to clanservers123.gameproviderz553.com and thus they both point to same IP.)

    But.. sadly no solution to it yet, as i dont think even plugins can fix that.
    Possibly have a plugin that opens a steam browser or webbrowser layer?
    i am unsure if it is doable with how oxide and rust works.

    Not possible to open the Steam browser on the client, there's no way to control that from the server.
