Installing Oxide without being modded?

Is there anyway to install oxide on your server without it being moved into the "Modded" section in the rust server browser? I want to install plugins for queue skipping etc.

 

I've seen some servers do that and it is legal to a certain extent, but considered illegal for the most part and may risk your server being blacklisted. I also believe that Oxide does not support it.
