Solved I keep losing admin

So I have looked through the post about people losing admin after restart. But they dont really make sense for me.

So I add myself to owner by "ownerid <my ID> <myname>" I get admin and can spawn things through console and add permission through oxide and stuff.

I restart the server manually (type save before I shut it down) and then reconnect and I lose my admin/owner.

However I am still apart of the oxide group owner I setup when I was on admin??

So it saves the oxide perms,groups but not the owner ids. I looked in server/my_server_indentity/cfg and users.cfg is not there, what should I do ?

in rcon type
ownerid steamid64 "player name" "Owner"
then server.writecfg
then relog if in game
