How to make a Moderator?

I been searching the interwebs for the solution on how to make my friend a Moderator on my Hurtworld Server and found nothing... I have the knowledge that with the granting of Mods there are three Groups to Grant to; "Default", "Admin" and "MODERATOR"... I haven't seen a way to add someone as a Mod thou, I only know how to add someone as an Admin, but I don't want anyone to have the ability to spawn things in and have as much control as an Admin would. I want to be able to give my friend the ability to use some commands without revoking myself from the commands they aren't allowed to use and I know you can grant separate users the privilege to use commands others can't, but it would be easier to set a whole group up so encase I want a second friend to have those commands too, all I would have to do is add him/her to the group too.

And then:
1. Create a group for your moderators
2. Assign permissions to that moderator group for all your relevant plugins
3. Add your moderators to the moderator group

It didn't work and said "User 'moderator' not found", so I switched the command to (/usergroup add USERNAME moderator) and it worked fine. Thanks for your help guys.
