    Hi. i can't use commands from any plugins.

    Any solution?

    There are no permissions added to those groups so you'd need to add those first, or to individual players.

    Enter them either using the server console, RCON, or the in-game F1 console as admin.

    That is Rust's auth level system, which some plugins still use. Most plugins either are moving or should be moving to use Oxide's permission system.
