Solved High quality metal not spawning?

So, just re-installed my server as i though the resources were broke, it seems i get no high quility metal ore from any of the rocks, ive had a look through the forum about this and cant seem to find anything on it?

it seems i hit the rock, get some stones, hit again and its just blank as if it skips it then carrys on
