Help with permissions

I've been experimenting with a server for awhile, and due to knowing (Or used to know) Minecraft server config, it's gotten me confused with Reign of Kings to the point it is breaking my brain. I barely even like touching Permissions.cfg because I fear I'll break it. Can someone help me? I want a basic Moderator permission, and the command of how to add users to mod groups.

I also have a whitelisted Server, but I was hoping for a "guest" perm group and a "User" Perm group where Guest can't build or destroy or cause damage or similar, and User can do everything default can. This way players can join, can see they need to be approved, and request approval. I find this method to gain members much easier and decrease griefers.

 

I had looked at that, and I looked at wiki pages and other sites for permission usage. I don't know and/or can't find the specific permissions that do what I need.

 

It says nothing about enabling or disabling the ability to build. There is /build, But I mean prevent a player for placing/removing blocks, and prevent a player from damaging structures and players, or prevent them from crafting

 

Can I still get help...?
