Help with new server :)

I've just started a new server and things are going great. I've just got a few questions left on getting certain plugins working correctly. So I'm hoping that some Guru here could help me.

I'm looking to fix;

API for server votes and rewards
Automatic restarts and if possible crash detection
The /rules command - I can't find the file this read from. Even with Announcer it wont work.

An idea as to why the /give command isn't working. I'm using /itemlist for # then using /give Number|"item" quantity and nothing happens.
